Community Service Opportunity

The City of Oxnard has immediate and upcoming openings for volunteers to serve on the following boards, commissions, and committees:

Interested persons can obtain an application packet from the Oxnard City Clerk's Office at 305 W. Third Street during regular office hours or by downloading the form below. The application form can also be completed interactively on-line and then printed to your printer. Applications for the above boards, commissions, committees are presented to City Councilmembers for consideration as openings occur or when terms expire.

General Information

The following information has been summarized from the "Citizen Advisory Groups Policies and Appointment Procedures" adopted by the City Council.

Applications are maintained for City Council consideration for one year. No individual may be appointed to a board, commission, or committee without a current application on file in the City Clerk's Office.


Appointment Criteria

To be eligible for appointment to any board, commission, or committee, an individual must meet all of the following requirements.

  1. Eighteen years of age;
  2. Resident of the City of Oxnard;
  3. Not presently a member of any CAG;
  4. Completed application on file with City Clerk.

Reappointment Criteria

An individual who has already served on a CAG and is interested in reappointment must meet the following requirements:

  1. Attend at least 70 percent of the CAG meetings (including all absences, whether excused or unexcused);
  2. Application for reappointment on file with City Clerk one month prior to the expiration of the current term.

Citizen Advisory Groups (CAG)

The following information reflects meeting dates, times, and places for each CAG, as well as the staff liaison. Please contact that person if you have specific questions about the CAG's purpose or responsibilities.

Art in Places Committee: Seven members appointed to oversee develop and administer the Art in Public Places Program to place works of art in locations accessible to the public, thereby enhancing the appearance of the City.
Meetings: Second Monday of each month, 4:00 p.m., in the Planning Department Conference Room. Contact: Linda Windsor, Planning Department, (805) 385-7849
Additional Requirements: One member must be an architect, landscape architect, or planner from the private sector, and must be an artist.
*Requires the filing of Statement of Economic Interests form as necessary.

Board of Appeals: Five members appointed pursuant to Section 204 of the Uniform Building Code, Section 205 of the Uniform Code for the Abatement of Dangerous Buildings and the Housing Advisory and Appeals Board pursuant to Section 203 of the Uniform Housing Code.
Meetings: Held on an as-needed basis, location to be determined. Contact: Rob Roshanian, Development Services, 385-7893
Additional Requirements: All applicants must show they are qualified to pass upon matters pertaining to building construction and may not be employees of the City of Oxnard.

Commission on Community Relations: Seven members appointed to identify and advise the City Council on problems of discrimination in the community and to promote better human relations among all city residents. Terms will coincide with the term of the Mayor.
Meetings: Third Monday of each month, 6:00 p.m., City Council Chambers.

Additional Requirements: "The seven members must totally be representative of the religious, racial, and ethnic groups of the City."

Commission on Homelessness: Eleven members appointed to advise the City Council on policies, priorities, strategies and procedures pertaining to homeless activities in the City and region. Terms will coincide with the term of the Mayor.
Meetings: First Monday of each month, 4:30 p.m., Oxnard Public Library, Room B

Additional Requirements: Applicants are not required to be residents of the City of Oxnard, but must explain in their applications why their appointment to the Commission on Homelessness would be appropriate if they are not Oxnard residents.

Downtown Design Review Committee: Three members appointed to review applications for exterior changes to buildings and property in the Central Business District zone. The committee will hold two public meetings each month to review applications and provide comments and recommendations to the City of Oxnard Planning Division. Members shall serve for two years and may be reappointed to serve additional terms.
Meetings: Second and 4th Thursdays, 9:00 a.m., Planning Conference Room

Additional Requirements: The Committee will consist of three members. One member shall be a licensed architect and one member shall own a business or property in the Central Business District zone. Committee members must be at least 18 years of age and do not need to be residents of the City of Oxnard.
* A supplemental questionnaire shall be filed with the application.

Library Board: Five members appointed to make recommendations to City Council and assist in the development of a City Library program responsive to the Library service needs of the community. Terms will coincide with the term of the Mayor.
Meetings: Second Thursday of each month, 4:30 p.m., Oxnard Public Library, Meeting Room A, 251 South "A" Street.

Mobilehome Park Rent Review Board: Five members appointed for three-year terms to investigate, hold hearings on, and pass upon issues related to mobilehome park rent stabilization; to make or conduct such independent hearings or investigations as may be appropriate; and to adjust maximum rents either upward or downward upon completion of its hearings and investigations.
Meetings: Held on an as-needed basis in the Council Chambers

Additional Requirements: "Members shall be persons who are not connected with the real estate or rental housing industry for their personal gain; and neither shall said members be tenants or have any financial interest (as defined by State law) in any mobile home or mobile home park. Said members shall file a declaration to this effect with the City Clerk."

Parks and Recreation Commission: Seven members appointed to advise the City Council and City staff on matters relating to the City's parks and recreation program. Terms will coincide with the term of the Mayor.
Meetings: Fourth Wednesday of each month, 5:30 p.m., Council Chambers.

Planning Commission: Seven members appointed to advise the City Council and City staff and make final decisions on planning and land use matters. Members shall serve for four years.
Meetings: First, third, fourth and fifth Thursday, 6:30 p.m., City Council Chambers, 305 W. Third Street.

Senior Services Commission: Nine members appointed to advise and make recommendations to the City Council on matters concerning the needs of senior citizens. Terms will coincide with the term of the Mayor.
Meetings: Third Tuesday of each month, 9:00 a.m., at Wilson Senior Center.

Additional Requirements: "Members must have reached their 50th birthday."

Youth Commission: Twenty-five members consisting of fifteen youth and ten adult members appointed to advise the City Council on youth issues and concerns, and perform such other duties and functions as may be specifically assigned to the Commission by the City Council. Adult membership shall be two City Council members; City staff representatives from the Community & Resident Services and Public Safety Programs; student government advisors from participating schools; community organizations and/or churches working with youth; and the city's youth coordinator. Youth membership shall be made from nominees by their respective representative schools through a process sanctioned by the school's student government body and advisors. Terms will coincide with the term of the Mayor.
